 消費券推動電子支付 eftPay:中小企上客數勢大增

政府預計於暑假發放電子消費券,坊間對新措施推動香港電子支付的發展有憧憬。電子支付服務供應商易付達(亞洲)(eftPay)主席及行政總裁勞俊傑表示,自有關消息公布以來,已收到不少中小企查詢。他預期,電子消費券可望將香港電子支付推前一大步,業務上該企預料可在未來數月增加數千位中小企客戶。

勞俊傑指出,由消費券以至推動電子支付,中小企的支持參與是成功最大關鍵。他續指,過往中小企對於採用電子支付有不少猶豫考慮,特別是收費層面,「中小企不希望負擔額外的支出」。但他強調,市面平台對商戶收費已由交易額的2%至3%降至2%以下,加上電子平台亦有提供不少優惠方案,以及它具吸引客源消費的效益,希望他們趁機盡快了解電子支付的技術。

易付達料數月內 增數千客戶

坊間有討論指,長者要學習使用電子錢包並不容易,擔心會削弱政策刺激消費的作用,但勞認為,從使用者的角度看,長者亦會因優惠而願意學習使用各種電子工具,現在市面電子會員系統應用亦愈見普及,對長遠電子支付在香港各年齡層普及頗有信心。「老人家亦毋須太憂慮電子支付工具的風險,向子女學習使用亦不困難。」

疫情下市民對現金的衞生憂慮,加上消費券的刺激,預料將會推動不少中小企投入電子支付,並為研發聚合支付方案的eftPay帶來頗大商機。勞俊傑透露,過往兩日已接獲近100個商戶對其電子支付方案的查詢,「平常情況下,大約僅10個。」他預計,未來數月會有數千個新增客戶,較之前一個季度約為一千多個明顯大增。他亦提醒,如商戶要「趕上」消費券,需預留準備時間,「最簡單只採用一、兩個支付方式的裝置,簽約至安裝完成約需1個星期,如要接駁更多平台就要更多時間。」他亦透露,該企已開始為此準備軟硬件,以免客潮湧至時會措手不及。

他強調,香港的電子支付一直在成長,與其他地區相比亦不算走得慢。全球領先的瑞典等地,雖然早年已開拓手機交易,發展無現金城市,現見香港已正走向這方向,普及是時間問題而非技術問題:「正如香港20多年前已有電子錢包工具,配合手機裝置與網絡,以前做不到的事情慢慢會做到。」

但他強調,新支付技術發展始終合規是大前提,例如近年熱話的數字貨幣、虛擬加密貨幣等技術,預料要接駁至現有支付平台並不困難,但在香港新技術要靠支付機構的支持才可落地,「如果Bitcoin的交易獲認可,我們亦可以增值服務的形式,為商戶提供相關服務。」

政府表示,已甄選4家儲值支付工具營辦商協助推行消費券計劃。

該4間的儲值支付工具,包括支付寶香港(AlipayHK)、八達通、香港電訊(06823)旗下Tap & Go拍住賞及WeChat Pay HK。政府正與相關營辦商商討各項細節安排,包括系統設計、詳細流程等,並會盡快公布發放5000元的電子消費券計劃詳情,目標是在暑假期間開始接受登記。

財政司司長陳茂波表示,政府在物色儲值支付工具營辦商時,考慮了一籃子因素,包括儲值支付工具的普及度、使用的方便程度、商戶覆蓋面,及營辦商的相關經驗和配套、籌備所需時間等,亦徵詢金管局的意見。

這些儲值支付工具目前涵蓋的本地零售、飲食及服務商戶分別約有3萬至10萬家。為鼓勵更多本地商戶參與計劃,政府已與各儲值支付工具營辦商商討便利及支援本地商戶使用電子支付系統的安排。各營辦商已同意盡量減免本地商戶安裝及使用相關支付工具的費用,以及處理以消費券付款的手續費。

陳茂波表示,各營辦商亦會因應其運作模式及商業安排,把由消費券所得的額外收益,以不同形式回饋商戶或消費者,並會舉辦各項推廣活動,鼓勵消費。

騰訊金融科技副總裁洪丹毅表示,很高興獲政府甄選為協助推行消費券計劃的儲值支付工具營運商之一,協助香港中小商戶通過電子支付拓展業務,發揮消費券提振經濟的「倍數效應」,推動本地經濟復甦。將繼續與不同的持份者合作,攜手促進香港的流動支付發展,讓更多用戶享受WeChat Pay HK安全、便捷的流動支付服務。

香港電訊表示,將全力支持政府推行的消費券計劃。香港電訊集團董事總經理許漢卿稱,香港電訊致力推動電子流動支付發展,以配合新常態下的消費及營商模式,讓市民及商戶盡享安全及便捷的購物及支付體驗。為配合政府推行的消費券計劃,會為商戶提供費用寬減及推出多項優惠予廣大市民,包括豁免Tap & Go二維碼交易及安裝費用,調低Mastercard及銀聯交易費用等。

八達通稱,很高興獲甄選為推行消費券計劃的儲值支付工具營辦商之一,八達通會全力配合政府,推動便利市民和商戶使用消費券,以惠及社群及深受疫情打擊的相關行業。八達通希望盡力協助新商戶安裝八達通以受惠於消費券計劃,亦會減免本地中小企商戶安裝相關裝置的費用。

AlipayHK表示,公司獲選為協助推行消費券計劃的儲值支付工具營運商之一,對此表示歡迎,AlipayHK用戶可利用電子消費券於全港超過10萬家本地合作商戶消費,並將享有額外優惠,貫徹公司一直致力為港人提供一站式生活服務平台,亦幫助商戶提供簡單、低成本的營商方式,帶動生意的初衷。為協助政府最大程度地發揮消費券帶動本地消費的功能,商戶可免費申請「商戶碼」,同時指定商戶更可於即日起至消費券有效期間獲減免交易費。

  華為近日收購內地一間電子支付公司,成為繼小米後,第二間擁有內地支付牌照的手機商。由於擁有兩億多手機用戶基礎,華為未出招已被視為支付寶及微信支付強勁對手。華為剛收購的深圳訊聯智付網絡,2014年已取得支付牌照,主營業務包括網絡支付和流動電話支付。華為過去曾多次表示不會申請支付牌照,如今藉著收購取得牌照,證明電子支付已成兵家必爭之地。

  網絡支付和流動支付一直是三大類型支付業務中含金量最高,內地流動支付快速發展,去年新冠疫情後更是全面普及,網購、銀行轉帳、支付保險費、交通等無一不可透過智能電話支付。

  華為近年已佈局流動支付領域,夥拍多間商業銀行拓展Huawei Pay業務,提供與Apple Pay、Samsung Pay等類似的手機支付服務,透過手機NFC技術,可以應用在乘搭巴士、綁定金融卡支付、Huawei AI Pass、會員卡等,覆蓋超級市場、商場和餐廳等,在帶有Huawei Pay和銀聯閃付標誌的商戶,享受一拍即付的消費體驗。

  目前在中國流動支付領域,微信和支付寶兩大支付App佔據絕對優勢,華為以手機作為導入點,如果能將「手機-支付App-付款」三步縮短為「手機-付款」兩步,簡單方便並可增強安全性,或能吸引用戶轉用其電子錢包,打破壟斷局面,開拓出新的業務引擎。
